Furnace, Heat Pump and Air Conditioner Requests for Port Stanley Homes

Port Stanley was a village until January 1, 1998, when it amalgamated with the Township of Yarmouth and the Village of Belmont to form what is now the Municipality of Central Elgin, in Elgin County. Its municipal water is treated Lake Erie water carried by the Port Stanley Secondary Distribution System. ERTH Power's licence covers the former village, and Council has adopted heritage design guidelines for the community. The sections below cover permits and inspections, where outdoor units and vents can go, and how to confirm which utilities serve an address.

Heritage guidance
Central Elgin Council adopted excerpts from the proposed 2013 Village of Port Stanley Heritage Conservation District Plan and Guidelines as design guidelines, applied through site plan control, zoning and community improvement. For changes to heritage properties, they ask that utilities such as heat pumps be located at the side or rear of properties, and that new vents and other new roof elements, such as air conditioning units, be placed out of general view from the street and public rights of way.

Building permits
The Municipality's list of renovations that need a permit under the Ontario Building Code includes changing the heating source in an existing building and adding or removing plumbing drains or vents. A permit is also required to install any wood burning appliance, including a masonry or factory-built fireplace, a woodstove or a chimney venting a solid fuel appliance. Applications can be made in person or online through CloudPermit.

Inspections
Inspections are needed at stages of construction once a permit is issued. The owner is responsible for making sure that either they or their contractor books them, with at least two days of notice, and CloudPermit can be used to request them. What to Check for a Port Stanley Property

01

Ask Central Elgin first when the heating source changes

Central Elgin's renovation list under the Ontario Building Code includes changing the heating source in an existing building and adding or removing plumbing drains or vents. When one heating source replaces another, ask the provider to check the permit with the Municipality before work starts. A fireplace, woodstove or any other wood burning appliance needs a permit, and so does a chimney that vents a solid fuel appliance. Once a permit is issued, inspections follow at stages of construction, and the owner must make sure that they or their contractor book each one with at least two days of notice; CloudPermit can take those requests. ESA notes that electrical permits are different from building permits, that a job might need both, and that a Licensed Electrical Contractor hired for electrical work should file for the electrical permit.

02

Placing outdoor units and vents on an older Port Stanley property

Planning Services notes that Central Elgin has no specific heritage district, but Council has approved Heritage Design Guidelines for the community of Port Stanley. For heritage properties, they ask that utilities such as heat pumps go at the side or rear, and that new vents and other new roof elements, such as air conditioning units, stay out of general view from the street. For other properties, they place new roof vents, venting and extractor conduits and chimneys ideally at the side or rear, away from front facades. The Municipality's designated properties include the Bostwick House on Cornell Drive, erected in 1827. If the house is designated or on the Heritage Register, ask Planning Services, at planning@centralelgin.org, before equipment goes where it will show.

03

ERTH Power, your gas utility and heat pump rebates

ERTH Power's licence covers the former Village of Port Stanley as it stood at the end of 1997 and does not name the former Township of Yarmouth, so owners near the edge of the old village in particular should check which electricity distributor is on their bill. For gas, EPCOR's list of the communities it supplies in Elgin, Middlesex, Oxford and Norfolk counties names Belmont but not Port Stanley, so confirm the gas utility on a recent bill too. That matters for rebates: the Home Renovation Savings Program, from Enbridge Gas and Save on Energy, lists heat pump eligibility for Enbridge Gas customers who mainly heat with a natural gas furnace or boiler, or homes on the Ontario grid heated with electricity, oil, propane or wood, and says pre-approval is mandatory.

Before You Submit

Details to Include in the Request

  • The street address and postal code, whether the property is in the former village of Port Stanley or the surrounding rural area, and the electricity distributor named on a recent bill.
  • The heating fuel and equipment now in use, such as a natural gas, oil or propane furnace, a boiler, a heat pump, or a wood stove or fireplace, and the gas utility on your bill if the home has gas.
  • The work you want done, and whether it would change the heating source or add a wood burning appliance, an outdoor heat pump unit or an air conditioner.
  • Whether the house is designated under the Ontario Heritage Act or on the Central Elgin Heritage Register, roughly when it was built, and where outdoor equipment and vents could sit out of view from the street.
  • Whether the home is on municipal water and sewer, or on a private well or septic system.
  • If the work already has a Central Elgin building permit or a Home Renovation Savings pre-approval, the permit number or approval status, and who will book the inspections.

Confirm before work is agreed

Port Stanley is listed in the configured service area, which is not confirmed coverage. Your request is shared with a service provider for review. Before work is agreed, confirm with the provider that they cover the property, when the work can be done, and that they hold the qualifications the work requires. A request does not book a visit or an emergency response.
