Furnace, Heat Pump and Fireplace Requests for Belmont Homes

Belmont lies at the northerly edge of the Municipality of Central Elgin, in Elgin County, along former Highway 74, and is one of six Urban Settlement Areas in Central Elgin's Official Plan. The Belmont Water System draws on two artesian wells, EPCOR distributes Belmont's natural gas, and ERTH Power supplies electricity inside the old village limits. The notes below cover Central Elgin's permit rules for a change of heating source, EPCOR's service line and meter steps, and the utility and rebate checks to make first.

Municipality and settlement
The Municipality of Central Elgin was formed in 1998 by amalgamating the Township of Yarmouth, the Village of Belmont and the Village of Port Stanley. Its Official Plan lists Belmont among six Urban Settlement Areas and describes the Community of Belmont, at the northerly limits of the Municipality along former Highway 74 (Belmont Road), as predominantly low-density residential with a commercial core, serviced with full municipal piped water and sanitary sewage disposal systems.

Drinking water
The Belmont Water System, owned by the Municipality of Central Elgin, draws from two artesian groundwater wells. Water is disinfected with sodium hypochlorite and treated with sodium silicate for iron sequestration at the treatment facility at 200 Caesar Road, which serves about 2,370 people, and an elevated water tower stores 2,100 cubic metres.

Gas certificates
An Ontario Energy Board decision of August 14, 2014 recorded that Natural Resource Gas Limited held the certificates of public convenience and necessity for the former Village of Belmont, issued May 5, 1982, and for the former Township of Yarmouth, issued September 6, 1996, while Union Gas held a certificate for areas of Central Elgin outside them. The decision approved the terms of a 20-year franchise agreement between Natural Resource Gas and the Municipality, based on the Board's 2000 Model Franchise Agreement.

Natural gas today
EPCOR has distributed natural gas to over 8,000 residential, commercial and industrial customers in Elgin, Middlesex, Oxford and Norfolk counties since 2017, at rates set by the Ontario Energy Board, and its Aylmer and area page lists Belmont among the 34 communities it supplies.

Electricity

Building permits and inspections
Issued by the Municipality of Central Elgin's Building and By-law Department, with applications made in person or through CloudPermit. Its list of renovations that need a permit under the Ontario Building Code includes changing the heating source in an existing building, and a permit is required to install any wood burning appliance, including a masonry or factory-built fireplace or a woodstove. The owner is responsible for making sure inspections are booked, with at least two days of notice.

What to Check for a Belmont Property

01

Permits for a fuel switch, a heat pump or a wood burning fireplace

Central Elgin lists changing the heating source in an existing building among renovations that need a permit, so a Belmont owner replacing an oil or propane furnace with a heat pump, or moving to EPCOR natural gas, should confirm the permit with the Building and By-law Department before work starts. A wood burning stove or fireplace needs a permit, and an application for an addition asks for a heat loss calculation and duct design. Settle in writing whether you or the provider applies, in person or on CloudPermit, and who books the inspections, which need at least two days of notice and remain the owner's responsibility. Electrical permits are separate: ESA says they differ from building permits and that the Licensed Electrical Contractor hired for the work should file for one, so ask whether the job needs both.

02

Belmont's gas and power boundaries, and heat pump rebates

A 2014 Ontario Energy Board decision recorded Natural Resource Gas as certificate holder for the former Village of Belmont and the former Township of Yarmouth, and Union Gas for the rest of Central Elgin; EPCOR completed its purchase of that system on November 1, 2017. ERTH Power's licence follows the former village as it was on December 31, 1997, so a home on the rural edge should check the distributors on its gas and electricity bills. The gas company matters for rebates too: the Home Renovation Savings Program, from Enbridge Gas and Save on Energy, names Enbridge Gas customers who mainly heat with a natural gas furnace or boiler, and homes on the Ontario grid heated with electricity, oil, propane or wood. Neither group names a home heated with EPCOR gas, so check eligibility first; pre-approval is mandatory before installation.

03

Connecting a Belmont home to EPCOR gas

EPCOR says many properties in its area have a gas main in front, but not all, and suggests confirming availability before applying. After a credit approved application, its site visit confirms availability, sets the service length and meter location, and produces a quote and work order. EPCOR recommends that your heating contractor complete or help with the Meter Size and Location Request form. The meter and regulator must sit at least 3 feet from doors, opening windows, dryer vents, fresh air intakes, heat pumps and air conditioners, which affects where an outdoor unit can go. In an existing home the heating contractor installs the inside piping and should call EPCOR at least 5 business days ahead for the meter. TSSA says Ontario law requires a TSSA-registered contractor employing certified gas technicians to maintain fuel-fired appliances.

Before You Submit

Details to Include in the Request

  • The street address and postal code, whether the property is inside the former village of Belmont or in the surrounding rural area, and the electricity and gas distributors named on recent bills.
  • The heating fuel and equipment now in use, such as an EPCOR natural gas, propane or oil furnace, a boiler, a heat pump, or a wood stove or fireplace, and the work you want done.
  • If you plan to change the heating source or add a wood burning appliance, whether you have asked Central Elgin's Building and By-law Department about a permit, and any permit number already issued.
  • If you are connecting to natural gas, how far the EPCOR process has gone: availability confirmed, application and Meter Size and Location Request submitted, site visit done, service line installed, or meter installation requested.
  • Where an outdoor heat pump or air conditioner unit could go, and where the gas meter is or will be, given EPCOR's 3 foot clearance from heat pumps and air conditioners.
  • If you are counting on a heat pump rebate, whether a Home Renovation Savings pre-approval has been applied for and its status.

Confirm before work is agreed

Belmont is listed in the configured service area, which is not confirmed coverage. Your request is shared with a service provider for review. Before work is agreed, confirm with the provider that they cover the property, when the work can be done, and that they hold the qualifications the work requires. A request does not book a visit or an emergency response.
